ARRA Reporting Requirements:
The American Recovery and Reinvestment Act of 2009 requires awardees to submit a quarterly report, due no later than 10 calendar days after each calendar quarter in which the recipient receives the award (Jan 10, April 10, July 10, and Oct 10). Reports are cumulative each quarter and include information such as the award amount, a project description, project location, percent project completed, and number of jobs created/retained. The information and required procedure for submitting the reports are a work in progress according to the Federal Government so they are subject to change. Federal agencies award grants to institutions, so institutional officials are responsible to work closely with PIs and Department Administrators to complete the reporting requirements.

JUST FOLLOW THESE FIVE STEPS:
The Grants and Contracts Office has created a simple procedure in order to assist principal investigators receiving ARRA funding to properly report their progress. The Internal Approval Form requires signatures from the principal investigator, department administrator, a human resources representative, and a research accounting representative. The representatives and their contact information are listed on the approval form.
- RASP will send ARRA award recipients an E-mail four weeks prior to the RASP deadline.
It will include instructions and also the approval form. When you open the report, simply click on a box and it will provide with details on how to complete each section and where you can find additional supporting information that may be required to complete that section. - PI completes approval form and report.
- PI routes it to the Department Administrator for approval. Department Administrator or PI then will route to the following for review and approval:
- Human Resources
- Research Accounting
- Department Administrator or PI submit the fully signed ARRA approval form and progress report (electronic signatures preferred) to RASP the first of every month when a report is due. If that day is on a Holiday or weekend, it will be due the next business day.
- RASP electronically submits the final ARRA report through fedreporting.gov.

Do I have to report if I have not yet received or spent any funds?
If you have not yet been given an award, you do not have to report.
If you have been given an award, you must report the award value. If you have not received or spent any of the funds, you must report "$0" for funds expended.
How does a Recipient submit reports into FederalReporting.gov?
FederalReporting.gov allows three basic methods for submitting reports - online data entry in the Web browser, Excel spreadsheet, and custom software system extract in XML. WCMC will be using the Excel spreadsheet system.
What is the Recipient Reporting Data Model, and how do I use it?
The Recipient Reporting Data Model is a document created for Recovery Act data standardization. Use of standards and templates makes reporting more accurate. Use of data standards helps users understand what data is required in each data field. The Recipient Reporting Data Model can be downloaded and can be accessed here: Data Model . The Department of Health and Human Services has provided the website to aid you in completing your report. This website contains a sample of what your report will look like and what information goes into each respective field. Not all the grants are listed, and some fields are incomplete as they require user input. However, you will be able to copy and paste the information provided onto your report. Should your grant not be listed, please feel free to use another model as an example.

The Program Source (TAS)* field identifies the NIH Institute from which your funds were derived. While you can identifythat number in the Report Template, you can access a complete list here: TAS Program Source List.
When completing the report, please remember that our DUNS Number is 060217502 and our Congressional District is 14.
ll ARRA Reports require an Activity Code (NAICS or NTEE-NPC). This code represents the general area of research being conducted under your grant. The NIH anticipates that most ARRA grantees will choose an NPC and/or NTEE code(s) within the Major Category title Health, subcategory H - Medical Research.
