The Adolescent Development Program

Profile

Dr. Robert B. Millman and Dr. Elizabeth Khuri, working with Drs. Marie Nyswander and Vincent Dole, established the Adolescent Development Program (ADP) in 1969 at the Rockefeller University. In 1971 the program was moved to the Cornell Medical College Departments of Public Health and Pediatrics. The ADP is licensed by the New York State Office of Alcohol and Substance Abuse Services and by the New York State Department of Health to provide methadone maintenance, primary medical care and psychiatric services under article 28.

The ADP is the only nonresidential outpatient day program in the United States that offers methadone maintenance and detoxification to appropriate adolescent narcotic addicts as well as young adults (age 16-25). Three special populations are served: 1) youth, 2) addicts with severe psychiatric problems, 3) addicts with medical illness - the last two groups regardless of age. High quality counseling is combined with medical and psychiatric care in a family like setting crucial to the rehabilitation process which is viewed as long term treatment of a chronic disease. It is the only clinic of its kind in the Methadone Maintenance Treatment Program (MMTP) network. Currently the practice also offers buprenorphine maintenance and detoxification.

Services

Every effort will be made to schedule an initial consultation within twenty-four hours of the referral date. The initial consultation will include a screening for appropriateness and a urine toxicology. If appropriate, the client will return for a psychosocial evaluation to determine the appropriate course of action which may include admission into the methadone maintenance program, referral to a detoxification unit, or other appropriate action. Clients who are admitted into the ADP program will participate in their individualized treatment plan developed by the ADP's interdisciplinary team of experts. Some services include:

• Methadone maintenance • Supervised urine toxicology surveillance
• Individual psychotherapy • Infectious disease screening
• Group therapy • Liver disease screening
• Health and nutrition education • Medical treatment on site and referral to specialized practitioners
• Immunizations • Family planning
• Psychopharmocologic management  

Research and Affiliations


The ADP maintains a close liaison with the NY Presbyterian Hospital HIV Center for Special Studies and with the Hepatology Study groups for state-of-the-art treatments as well as clinical research protocols. Basic research efforts in collaboration with the Department of Medicine are under way. The ADP is one of the few New York State MMTP clinics affiliated with basic research, as well as clinical investigation, continuing to document medical aspects of methadone treatment, especially neuroendocrine, immune, and hepatic function, drug-drug interactions, alcoholism, cocaine, poydrug abuse and psychiatric problems in MMTP. Research is under way with regard to basic science and clinical aspects of hepatitis C.

Financial Information

Payment of services is made through Medicaid insurance and self-payment. A sliding scale arrangement for qualifying clients is also offered.
