Dr. Silver convened the meeting.
I. WECLOME NEW MEMBERS
Dr. Silver welcomed the following new members
of the General Faculty Council:
Dr. Sonia G. Austrian, Associate Professor of Clinical Public Health,
who is the representative of the faculty of the Department of Public Health;
Dr. Esther M.G. Breslow, Professor of Biochemistry, who succeeds Dr.
Bernice D. Grafstein as a Basic Science Member-at-Large;
Dr. Anna O.S. Fels, Clinical Assistant Professor of Psychiatry, who
succeeds Dr. David A. Shapiro as the representative of the voluntary faculty
of the Department of Psychiatry;
Dr. Arthur D. Heller, Clinical Assistant Professor of Medicine, who
succeeds Dr. Harvey L. Goldberg as the representative of the voluntary
faculty of the Department of Medicine;
Dr. Louise R. Howe, Assistant Professor of Cell and Developmental Biology,
who succeeds Dr. Takashi Mikawa as the representative of the faculty of
the Department of Cell and Developmental Biology;
Dr. Michael A. LaCorte, Chairman of the Department of Pediatrics at
the Brooklyn Hospital Center, who succeeds Dr. Richard H. Schwarz as a
representative of WMC faculty at System-affiliated institutions;
Dr. Min Lu, Associate Professor of Biochemistry, who succeeds Dr. Hugh
D. Robertson as the representative of the faculty of the Department of
Biochemistry;
Dr. Thomas Maack, Professor of Physiology and Biophysics, who succeeds
Dr. Suresh Tate as a Basic Science Member-at-Large;
Dr. Barry D. Shaktman, Assistant Professor of Obstetrics and Gynecology,
who succeeds Dr. Stephen T. Chasen as the representative of the faculty
of the Department of Obstetrics and Gynecology.
II. ACTION ITEMS
1. APPROVAL OF MINUTES. The Council approved the minutes of its
meeting held June 10, 2002.
2. APPOINTMENTS AND PROMOTIONS. The Council approved the recommendations
of the Committee of Review as listed in the Committee’s memorandum dated
June 19, 2002.
III. REPORT ITEMS
1. CHAIRMAN’S REPORT. At Dr. Silver’s request, Dr. Ruth
Rosenblatt, Professor of Clinical Radiology and a member of the Committee
that is organizing the GFC-sponsored course on Imaging, updated the Council
on preparations for the course, which will begin in late September 2002.
Each of the seven course dates will include short lectures by two to three
speakers that will cover broad topics in Imaging, and will be followed
by a 20-minute discussion session. Dr. Silver noted that the 2001-02
GFC course was the best-attended Continuing Medical Education (CME) activity
at the Medical College.
2. OBJECTIVES FOR THE EDUCATIONAL PROGRAM FOR THE M.D. DEGREE.
Dr. Carol Storey-Johnson, Senior Associate Dean (Education), presented
a draft of the Objectives for the Educational Program for the M.D. Degree
for the Council’s consideration.
This statement was designed to outline the
areas of knowledge, skills and attitudes a student of the Medical College
should demonstrate before graduation. Based on the results of the
Medical Schools Objectives Project of the Association of American Medical
Colleges (AAMC), the objectives were formulated and approved in the Curriculum
and Faculty Evaluation Committee, chaired by Dr. Ralph L. Nachman, Chairman
of the Department of Medicine, and were then revised and approved by the
Medical Education Council, chaired by Dr. Storey-Johnson. The statement
reflects an attempt to achieve a broad consensus on Education at the Medical
College which can be reasonably tied to measurable outcomes, and is a starting
point for the planing of more specific objectives in courses and clerkships.
Furthermore, this statement will be periodically reviewed and updated as
education needs change.
Dr. Storey-Johnson noted that the submission
of such a statement is required for the upcoming Liaison Committee on Medical
Education (LCME) evaluation of the Medical College for re-accreditation.
The objectives will be publicized to Medical College students and faculty
via the course catalog, student handbook and Medical College website, and
by distribution to department chairs, the EFC and the GFC.
3. ADVANCING THE CLINICAL MISSION. Mr. Clyde B. Jones, III, Director
of Development, updated the Council on the Medical College Capital Campaign
for the Strategic Plan Phase II: Advancing the Clinical Mission.
Mr. Jones emphasized that the Campaign would
not be successful without the leadership and efforts of its volunteers,
particularly from the Campaign Executive Committee, the Board of Overseers
and the Dean’s Council. The Executive Committee is chaired by Overseer
Kevin R. Brine, and includes Mr. Sanford I. Weill, Chairman of the Board
of Overseers, Overseers Sanford B. Ehrenkranz, Leonard M. Harlan, Peter
M. Sacerdote and Daisy M. Soros, Dr. Gotto, President Rawlings, Larry W.
Schafer, Vice Provost of Development and Dr. H. Dirk Sostman, Senior Associate
Dean (Clinical Affairs). Additionally, each Campaign Initiative is
managed directly by a Development Officer who reports to the Executive
Committee members.
In a further effort to involve the entire Medical
College community in the Campaign, Development Office staff members will
meet with leadership and faculty in the academic departments to communicate
the Campaign Initiatives and strategies, and to develop strategies with
each department aimed at reaching the Campaign goal. The Development
Office will update the GFC as the Campaign progresses.
4. DEAN’S REPORT. Dr. Gotto recently visited Washington, D.C.
where he met with various congressional staffers and New York City medical
school deans to discuss national issues affecting medical schools, specifically
the anticipated increase of the five-year budget allocation to the National
Institutes of Health, which will be significantly lower than the last increase,
issues of disparity of health care in the United States and the national
debate on the possibility of a shortage of physicians in the U.S. by 2015.
The topping-off ceremony for the Southtown
residence on Roosevelt Island was conducted on June 25th. The complex
is projected to have nine towers in all, including one being built by Memorial
Sloan-Kettering Cancer Center.
Dr. Gotto reported on the possible addition
of a clinical skills assessment examination to the United States Medical
Licensing Examination by 2005. Due to the cost involved in administering
such an examination it would be administered at as few as five centers
around the United States, at a cost of up to $700 to students. At
a recent meeting of the Executive Committee of the AAMC Council of Deans,
the Council was split evenly for and against the proposed addition.
Dissenting deans were opposed to the cost of the examination to students.
Dr. Gotto noted that the Medical College plans to construct a clinical
skills teaching facility to be housed in the Ambulatory Care Building.
6. ADJOURNMENT. The meeting was adjourned at 4:30
pm.
